The County Personnel Officer may modify these Rules subject to a public hearing and approval by the State Public Service Commission. In addition to determining that the family is eligible to receive a child care subsidy, child care providers must have a provider account with the Suffolk County Department of Social Services (DSS) before SCDSS can authorize child care services and be able to make payment to child care providers. These Rules take effect upon receipt by the County Personnel Officer of approval from the State Public Service Commission and replace any previous rule. When filling vacancies on an eligible list through open competition, the nominating authority may require that eligible persons who are residents of the municipality where the vacancy exists first obtain a certificate for appointment. The County Personnel Officer may expand residency requirements, as provided in Section 23.4-a of the State Public Administration Act.
